Maymorn Structure Plan
During 2006 and 2007, Upper Hutt City Council prepared and consulted on the Upper Hutt Urban Growth Strategy. One of the reasons for the preparation of the Growth Strategy was to examine areas for future development and land supply. The Maymorn area was identified as one of a range of sites that was potentially suitable.
Upper Hutt City Council recently appointed a team of consultants to prepare a Structure Plan for the Maymorn area. A Structure Plan is a document which guides future land uses, infrastructure provision and potential development in a defined area. A Structure Plan is a long term planning tool with a time horizon of 20 years or more. The Maymorn area was identified in the Growth Strategy as "the most significant area of land within Upper Hutt for future urban development" and this is why the Council has decided to progress in preparing a Structure Plan for the area.
What area will be included in the Structure Plan?
The plan below shows the approximate area to be evaluated as part of the Structure Plan preparation process. This includes the area around Maymorn train station and the northern part of the Mangaroa Valley. The Structure Plan boundaries are defined to the north, east and south by the first ridgeline around the Mangaroa Valley. To the west, the Structure Plan boundary is defined roughly by the Mangaroa River crossing valley.Timeline for the Structure Plan preparation
The Maymorn Structure Plan preparation process will span the period from November 2008 to June 2009. The first stage will involve a review of the area's development opportunities and constraints. The constraints considered will include flooding, ecology, landscape value, heritage features and topography.Once these are understood, 2 to 4 initial land use zoning options will be developed. The options will be subject to technical studies to check that they are feasible before being presented to the community for comments.
When a preferred option has been selected, the Structure Plan document will be prepared. The Structure Plan will form the basis of future changes to the District Plan and commitments to infrastructure programmes.
The Structure Plan will address the following questions
- Which parts of the Maymorn area are suitable for urban development?
- Which parts should remain in agricultural use?
- Which parts should be zoned for lifestyle housing?
- Which parts should be reserved for public uses such as parks and esplanades?
- Which parts have high landscape value and should be protected from development?
- Which parts are in the flood plain and should be kept clear of future development?
- If development is to occur in the Maymorn area, what utilities upgrades (drinking water, sewerage, power, communications, stormwater drainage) need to be provided?
- Is the existing road network capable of accommodating a greater resident population in the Maymorn area? If not, what upgrades would be needed?
- What should the ultimate number of dwellings in the area be?
- Are any improvements to the train station and frequency of services needed?
- Can other passenger transport options such as bus services be provided?
- What provisions should be made for pedestrians, cyclists and horse riders?
A Structure Plan provides a logical process for evaluating a number of planning and engineering issues and ensures that the proposed solution has been thoroughly considered.
Your involvement in the Structure Plan
An important aspect of Structure Planning is consultation with stake holders and the community. There will be opportunities for you to have a say in the future of the Maymorn area at various stages of the process:- You can submit comments on the content of this newsletter at the address provided below.
- A series of land use zoning options will be the subject of community consultation in March 2009. A newsletter early in the new year will provide details of the consultation events.
- The complete Structure Plan document will be subject to a four week consultation period in May 2009
