All Upper Hutt City Council contracts are tendered in accordance with the policies set out in Clause 3.14 Policy: Restrictions on expenditure of the Upper Hutt City Council ‘Manual of Policies’.

Use the links in the Resource & Links section to view or download the ‘Upper Hutt City Council Manual of Policies’ and other resources such as the ‘NZTA Procurement Manual’ and ‘Hutt Valley Procurement Policy’.

Tenders for roading work funded as part of the National Land Transport Programme must also comply with:

  • the rules set out in Chapter 10 of the ‘New Zealand Transport Agency (NZTA) Procurement Manual’. Use the link in the Resource & Links section to view the manual on the NZTA website.
  • the Hutt Valley Procurement Policy.

Public tenders are all listed on the Tenderlink site through the Hutt Valley tender portal in the Resource & Links section.

Registration for the Hutt Valley portal is free and provides access to tenders prepared by both Upper Hutt City Council and Hutt City Council. Registered Hutt Valley portal users will be sent an email whenever a new tender is listed in any the work categories they have selected, and tender documents can be downloaded from this portal. Upper Hutt City Council will not supply paper copies of tender documents.

Most public tenders are also advertised in the Dominion Post and in the Upper Hutt Leader, but prospective tenderers will need to register in order to view the tender documents.

Upper Hutt City Council does not operate a register of approved/prequalified contractors.
